Tidying up the spec

On July 2nd, 2007 admin says:

Yesterday, I went through and took out the ragged line endings, and had my first read of it. I added one paragraph on the topic of account numbers or user-names, reiterating old arguments. I was still unclear what the relationship of this document was with earlier ones, and how best to integrate them.
