Local Exchange UK version 1.0

Working closely with Mary at LLUK, Chris MacDonald and myself have now completed Local Exchange UK version 1.0 that we developed for www.falmouthlets.org.uk and have now released it to LLUK for further testing (both as a fresh install and as a patch to our previous version 0.4.0).
